Introduction

The Trump administration’s Board of Peace road map envisions phased Israeli withdrawals from Gaza only after Hamas fully demilitarises. This sequencing ties any reduction in the Israeli presence to a verified collapse of the extensive tunnel network, the flow of Iranian funding, and the dismantling of Hamas’s armed capabilities.

Demilitarisation Obstacles

Hamas has transformed the 365‑square‑kilometre enclave into a subterranean fortress, constructing between 350 and 650 kilometres of tunnels and 5,700 shafts. Even during ceasefires, Israeli forces continue to discover seven‑kilometre routes that hide weapons caches and command centres. The group also siphons substantial financial support from Tehran, estimated at $100 million to $350 million annually, and extracts a 20 %‑25 % levy on humanitarian aid to fund its operations.

Reconstruction estimates from the World Bank, United Nations and European Union place the cost at roughly $71 billion—seven times the total spent on all prior rebuilds. Without dismantling the terrorist infrastructure, any influx of reconstruction funds risks financing the next cycle of violence.

U.S. Policy Proposals

Congressional leaders have suggested a Gaza Demilitarization Verification Act that would employ commercial and military satellite imagery, coupled with artificial‑intelligence analysis, to detect tunnel activity and dual‑use material movements. Real‑time data shared with Israeli authorities could trigger automatic suspension of reconstruction assistance upon verified violations.

A second proposal calls for a permanent U.S.–Israel Joint Security Directorate for Gaza. This body would certify each phase of weapon storage elimination, tunnel destruction and force deployment, granting Israel an operational veto over any international actors whose objectives diverge from permanent demilitarisation.

Finally, legislation could condition every dollar of Board of Peace funding on an annual certification that Iranian financing channels to Gaza remain severed. Failure to meet this condition would freeze U.S. contributions and enable secondary sanctions against third‑party facilitators.

Risk of Collapse

Historical precedent shows that monitoring mechanisms without enforcement teeth can enable rearmament. After the 2006 Lebanon War, UNIFIL’s mandate failed to prevent Hezbollah from rebuilding its arsenal under a blue‑helmet umbrella, leading to renewed conflict. A similar outcome looms for Gaza if the Trump roadmap lacks credible, enforceable safeguards.

Given the scale of Hamas’s tunnel system, the reliability of Iranian cash flows, and the massive reconstruction budget, the plan’s success hinges on robust verification and decisive punitive measures. Without these, the roadmap is likely to stall, prompting a return to hostilities.

Conclusion

The Trump Gaza peace proposal presents an ambitious vision of phased Israeli withdrawals tied to Hamas demilitarisation. However, the absence of concrete enforcement mechanisms, the depth of the tunnel network, and sustained Iranian financial support create formidable hurdles. Effective legislation and a joint security structure could provide the necessary leverage, but until such measures are in place, the roadmap remains fragile and prone to collapse.
